No reason to do that, since only a System Administrator will see that
checkbox, and a SA should be responsible enough not to create another SA
on accident. Try logging in as a Host Admin, and you'll see that the
option is not visible unless of course you're using (poorly) modified
templates.
If you examine the adduser.html file, you'll notice that both the Host
Admin and Sys Admin checkboxes are surrounded by these tags:
IMAIL.BeginIfSystemAdmin
[checkbox fields here]
IMAIL.EndBeginIfSystemAdmin
which effectively prevents any other user from having access to those
options.
