That's a known bug of 7.x, should be fixed in the next release of IMail.

IMail's iwebmsg service has never been that great about serving gifs. The
best way to solve it is to serve all the gifs from IIS, but that involves
changing every img src attribute by hand (probably a couple of hundred
places over 80 or so files), or using our Classic templates (gif buttons
have been replaced by normal buttons), or using our Killer templates
(globally change the base image path in one location). I'm not sure what
the benefit of using Keep Alive really is... never seen much of a
difference performance-wise.
