Off, no, to is the issue. By blocking port 25 they prevent users from
connecting to any other mail servers using their dial-up. Depending on the
degree of security, your users can either send using:
a. their email address from their account with you and the SMTP server
from their dial-up internet access provider.
b. the email address and the SMTP server from their dial-up internet
access provider, with the email address of their account with you as the
"REPLY TO" address.
In all cases they can receive email from their account with you.
