not enough memory, probably.  I think named.exe spawns another copy of 
itself for each zone transfer.

bindcmd.exe in BIND 8.2.4 causes named to reread the config +  zone files.

bindcmd.exe will do that, in normal circumstances.  but if NET STOP 
doesn't, then I bet named is really screwed up.   Need to run 8.2.4, it had 
some non-security bugs fixed.
