The problem is that there are no versions of Perl or PHP that support
IMail's web messaging HTTP engine (which is proprietary, and very different
from IIS's HTTP engine).
You can have Perl, PHP, ASP, etc. work (to a limited degree) with IMail's
web messaging, if they are running on pages other than the web messaging
pages (using frames, for example).
