What's weird is I got it to work without it.

Thank you for the information.  I am already aware of these methods, the
problem is they must run from the machine they are located on.  where as
my app will or can run from a different machine with a different OS.  So
I figured I could just create these files and simply copy them into the
spool directory.  Of-course I would check to see if they exist so I don't
overwrite any other file.
