Eric,

I assume you are referring to moderator controlled (where only the list
owner can do subscribe/unsubscribe) lists?  We had a situation like that and
couldn't find anything at Ipswitch or elsewhere.  In the end, we wrote our
own set of ASP pages to do the job.
