There's no automatic way to do it. You could take his aliases file, create
a real List for him, and replace the list's users.txt file with the
content from the aliases.txt file, and see if it works (their format is
similar - not sure how the quoted friendly name will affect the
listserver - just test on a small list).

You really should create a List for him anyway, since that's the proper
way to manage broadcasts to such a large group. Note that if you create a
list, and make him the list Owner, then he will have the List Admin link
in his options in webmail.
