If a car manufacturer has faulty lap belts in the back seat, they are not just responsible to those that have warranties or some sort of service agreement, but to those who who own the car. Whether governments are crooked or not is inconsequential. If every software company on Earth does the same thing as Ipswitch, it still doesn't make it right.
