Yes,  strangely,  it  does (I consider this a bug, BTW, since it's not
documented as such and only functions with AUTH).

There's  only  one  limit  (valid for send and receive) for each local
host.

AUTH  is required for the outbound to work, since it's the only way to
identify  a sender as being a member of a given local host. Inbound is
obviously still operational. There's still only one limit per host.
