Declude Hijack prevents unauthorized bulk mailings (either relaying, or
from your own users). However, it doesn't prevent you from getting listed
in ORDB if you run an open relay (although if run both Declude JunkMail and
Declude Hijack, we can help you get out). In your case, where you are not
running an open relay, Declude Hijack shouldn't be necessary unless you
have users who may send unauthorized bulk mailings.
