My ISP does, they used to charge an extra $1.75 per month but just this weekend they "gave it" to everyone. It allows the user to config their own settings and learns as it goes. I think the reasoning that it is now part of the standard dial-up fee is that it cuts down on the bandwidth and processing needs.
Just make sure your DNS is stup right so that when postini.com goes down the mail still flows.
