My ISP does, they used to charge an extra $1.75 per month but just this 
weekend they "gave it" to everyone.
It allows the user to config their own settings and learns as it goes.   I 
think the reasoning that it is now part of the standard dial-up fee is that 
it cuts down on the bandwidth and processing needs.

Just make sure your DNS is stup right so that when postini.com goes down 
the mail still flows.  IT has happened  ;)
