This sounds a bit like a list-moderation setup. What about setting up a single-member list with Account B on it and Account A as the moderator? You could also set up Account B with a MAIN.FWD that sends all normal mail to Account A. Account A then, on approval, sends back to a subarea of Account B: <[EMAIL PROTECTED]>. You also should use Combination Rules to prevent -approved from receiving mail from anyone but Account A.
