You  put  a  rule in each user's directory. Note this will block users
who  habitually  copy  themselves (though with a Sent folder in WM and
any popular MUA, this is never necessary).

The  same  thing  that  would stop them from sending an email from any
MAIL  FROM:  to  a  local RCPT TO:--i.e., nothing, unless you know the
MAIL  FROM:.  Spammers  that  use  the loopback technique are actually
making it much *easier* to block their mail!
