I agree with Scott, but here's another half-joking concept. Forget about badly written spam blasters as the MUAs to stop for a moment. Wouldn't it be cool if you could fingerprint the MUA during the mail transaction (from headers) and 5xx mail from Outlook users (thus, even though you couldn't do this directly for POP3, having the ancillary effect of discouraging people from using Outlook as their MUA).
