Yes. They surely do. Infact your service agreement is only valid of for one year. You get any upgrade and updates for that year. And if you choose not to renew your service contract at the end of that year, there's no more technical support and/or upgrades any more. The price is based on the number of users you are licensed for.
I didn't renew my agreement, and do not currently have support from Ipswitch..... Sometimes their technical support was lacking anyway.
