I've placed a copy of the rules.ima and kill.lst in each top domain. ie: the folder/directory c:\imail\starfishnet_com. I'm not aware of any 'server' wide rules that would apply to the whole server other than the account access / access account file located via the admin gui for smtp (advanced tab). Within that area you can block ip addresses.
