All folders should be visible and accessible in Outlook Express if you've setup the mail account in OE to use IMAP4 instead of POP3.

Mail clients only pull mail from the online "inbox" This action seems to be normal. I, for instance have about 25 nested online, email folders, all sorted automaticly, only mail in the "inbox" will come to my Outlook client.
