Look and see if your users are using Netscape 6. If they are you need to
upgrade to 7.11 or see if IPSwitch has released a patch for the Netscape
issue on your version.

When Netscape 6 access the Web messaging it will hang the service while
Netscape waits for a response from the server and while the server waits for
a response from Netscape.
