No, that requires special mailing list software that will allow you to send
out customized messages (which use up many more resources than "batched"
messages that are all the same).

Stationary isn't an Internet standard of any sort, it is a term that
Outlook uses -- perhaps for their proprietary RTF encoding, or perhaps for
those "cute" HTML backgrounds. You would need to figure out what it is
that Outlook uses to accomplish that before you can figure out if IMail can
duplicate it.
HTML can't be added to the headers/footers.
