BINGO!!!! O.k.: This is how I had the Control Access list set up: the Deny Access Except Those Listed Below. And in the list I had the Public IP address of the ISA. THE MOMENT I set that to Allow All, mail started coming thru!!! WHY? Is this a BROKEN function?? Or is it sophistry on the part of IPSwitch - deny all even those on the list??? It WAS on the list, of ALLOWED ACCESS!!! Yet, nothing was getting in. Let me throw a couple of lines from our log now that mail is coming thru again and ask for your anaylysis: I no longer have the ISA's internal IP on ANY list in the IMail admin interface.
