After starting the password service, I was able to connect using this
method, however it was not very useful as it had a hard time loading all
the email accounts.

Supposedly if you copy IAdmin.exe, IMailsec.dll, and Mailbox.dll from
the IMail server to another Windows NT server or workstation you'll be
able to remotely administer the server.
