Declude doesn't work part time; it scans all E-mail. To verify this, you can check the headers of the E-mail in question; you will see the standard Declude headers in there.
We're having the system block some of the selected spam (weight over 20) and passing some through.That is quite normal -- it's just like saying that some people can't send to your IMail server (which is common if you block them).
In this case, it's almost certainly because you have whitelisted them, which means that Declude JunkMail should not block the mail. FWIW, we're considering moving whitelisting to the Pro version only simply because it ends up costing us a huge amount of support time, and is a feature that is often abused (patching a problem rather than fixing it).
