Ah, I figured I had a lot to learn, and always wondered how BCC mail got
there.  BUT, while this rule doesn't catch everything, it does catch some,
which is a start.  I also have rules that forward lists (like this one)
before it reaches the other rule, seeing as there are only about a
half-dozen or so.  Anything else that falls through the cracks gets
forwarded manually a couple times a day.  Doesn't happen that often though.

Actually not, 'cause it doesn't catch that many false positives (anymore)
and we don't have that many users.  However, I still can't figure out why
this rule, and one other, forwards 5 copies.  This is what I'm really trying
to fix for now.
