I guess my question is this, can I archive IMAP mail in netscape on
the client side and say, burn it to a CD so that he can access

Forget about the client side. Just burn the MBX files from the server
and have him copy them from the CD into his
Netscape\users\<username>\mail directory if he needs them (NS doesn't
like read-only files, but it will read IMail's mailbox files in native
form).
