That's just the user count and the limit you set.
If you set the user limit for the domain to 10 and added 3 users you should
see 10 in the first box
and 4 in the second box (because of the root user acount)
It's grayed out because that's the actual amount of users in the domain.
If you didn't set an account limit you will see 0 in the first box.
