It's  also  the  log line that you see if an IP has been automatically
added  to  the  dynamic  access control list for sending overlong POP3
commands.  Perhaps  his  mailer screwed up and violated the constraint
once  upon a time (you'd see that in your logs, too, as "possible hack
attempt).
