There  are  no per-user templates (used to be possible, I believe, but
no   more),   only  per-domain  templates.  You  can  simulate  "group
templates"   by   having  two  domains  like  mail.us.example.com  and
mail.fr.example.com,   giving  them  overlapping  IMail  TopDirs,  and
changing  the login page logic using JS to log them into the host that
corresponds  to  their choice of language. Note that a user's settings
will  become  inconsistent  if  he/she  switches  between languages (a
workaround exists for this, but why don't you start small?).

AFAIK,   IMail  looks  in  <virtual_host_topdir>\web  first,  then  in
<IMail_topdir>\web.
