If you need to avoid the reboot, a simple work around is found at http://support.microsoft.com/default.aspx?scid=kb;en-us;241520 . This disables the use of WebDAV via a registry key setting, and only requires an IIS service restart. If you are not using WebDAV it is a "best practice" to disable it anyway.
