Yes. Consider anything the Imail interface does with regards to the format of the flatfiles (users.lst, users.txt) as an example to follow.
You can use PERL scripts to manage every aspect of the lists; from initialization, to relative unsubscriber flat-files (so your valued data is never nullified), to automating unsubscriptions by writing a script which will automate the unsubscription of users who aren't big enough to email "[EMAIL PROTECTED]" with the unsubscribe request.
