No, that's only for web messaging use.  The issue is most likely that the
Eudora sender is not sending an e-mail to a locally hosted e-mail domain and
is not defined in SMTP permissions as being in an IP address range that is
permitted to relay through your IMail server.  Or, if you are supporting
SMTP Auth, then have the sender configure their Eudora client for SMTP Auth.
