Actually, this is a very common practice for residential accounts (and even some business accounts -- I know AT&T's business dialup access was doing this several years ago). The idea behind it was a very good one: that it would prevent the ISP's customers from sending spam (unless it was through the ISP's mailservers, in which case it could be monitored/caught).
