Here is some information about the 200.x.x.x ip addresses.
Few weeks ago many big spammer hosting companies moved their system to
latin america providers also other spammers followed this, to search for
open proxies and open relays.

I had to block for 2 day the whole block because of the DOS attack .
There was more 500 ip from 200.x.x.x trying to harvest the user database .

I guess thats why many people are blocking Latin America without using
RBL's.

This a very important colateral damage ,there are many legitime servers
using this ip block.
But they get blacklisted because of the ISP companies permitting spammers to
use their network.

I am sure that they earn alot ,giving service to spammers.
Later they will see the consequences.It will take 10 time more money to get
whitelisted and
trusted .

That depends on many factors.  If you are a Declude JunkMail customer, you
can find our recommend settings in the default configuration files that we
supply (while they are formatted for use with Declude JunkMail, you could
manually add them to IMail v8's anti-spam).  Otherwise, you may want to
join the Declude JunkMail mailing list, where our customers often discuss
their preferred spam tests.
