It's  feasible  that  you  are  being  blocked  by your Charter PTR or
pre-shared IP range. As Scott said, only attglobal.net knows for sure.
You  may  want  to  go on some Charter user groups to see if there are
similar rejections reported by others.

Thank you Sandy.
I contacted "attglobal.net" and am awaiting a reply from them at the 
moment.
If all else fells, I will try to telephone them towards the ending of 
this week.
Or the beginning of next week.

 I do know that Charter has a bunch of people running of from them that 
have open Ports.
I know that I have blocked at the least around 60-IP Address.
