IMail's Content Filtering checks (of which Phrase Filtering is a part) do not examine the subject of the message, only the body content. If there is data you wish to trap from the subject, use a rule that looks at the header (of which the subject is a part) or just at the subject. If you're not familiar with the rules engine, Chapter 4 of the 8.01 User's Guide gives more information.
