If a machine is ignoring *all* ICMP messages, then they are not running TCP/IP. They are running their own proprietary network stack that looks like IP. The best you can call it is "TCP/IP aware" instead of "compliant". It will really screw up MTU path discovery in bad ways, see the following links for details.
