They already do. There is free hotmail, but you can pay for more storage which you almost have to do if you are using a hotmail address as your main email address. Then there is the full ISP version which is MSN. With my MSN account I still use my hotmail address of [EMAIL PROTECTED] but my hotmail login can store more mail and I get the benefit of the dial-in numbers around the world. (And yes I do work for AOL, but I maintain MSN as a backup, and for testing purposes.)
