This is the X.Welc line in the 'languagenamehere.js' file under the Web\LanguagePacks\ dir. If you're editing 'English.js', notepad is fine. If you're editing one of the foreign languages whose charset is not Western European, be sure to edit the file in a text editor that will preserve the charset of the file. Something like MS Word or Wordpad. If you want to completely remove the line, change it to:
X.Welc=" " Never 'completely clear' a line in the .js file. Like the other config files, leave a space in place of the text you want 'hidden'. Removing a line or completely deleting text can break the templates.
