I had the exact same experience with trying to add rules using the Imail API. I could view rules like I should, but not add them. When I tried to add one it did not return an error and appear to work, but no new rule was created. I had several other developers take a look and they all produced the same results. I then posted a message to this list about it but no one responded so I assume no one has successfully done it. If you do get it to work let me know.
