No,  not really. You could use an Outbound Rule to *simulate* checking
the  encoded  size  of  his messages ('any character no more than 1024
times,'  etc.),  but this is far from exact and will quickly alert him
to your restriction if he sends a legit attachment.

Alternately,  you  could  use  an  rule  to  just  bounce *all* of his
outbound messages unless they're to specific legit domains?

But  is  this  really the only way your guy is going to try to get his
code out (Hotmail, etc.)?
