if you have verified you have NO domain rules, neither user has any rules and the SMTP log only shows delivery to USER1, then check his outlook/other email client to see if there is a rule there that is copying certain emails to another user (which may have been created and forgotten or created maliciously).
Check full headers of both emails (one for each user) at the client desktop (or imail box if still there) to see if it is a cc/bcc, if some rule was run, or if there are two different msg numbers (and who sent the 2nd one).
