i'm using http:// in IE. i really don't know why the web messaging interface doesn't appear. Can someone else help?? Thanks

Your .ini file seems OK. Is there another service on your server that is blocking the port? a firewall or security system?
If you go to the web messaging tab (Localhost-Services-Web Messaging) what is the status of the service?
What EXACT address are you typing into IE? (eg: http://my-mail-server:8383)
Do you have a DNS record for your mail server? have you tried http://Mail-Server-IP-Address:8383 ?
