It seems you're seeing the latter.

If  10.10.10.1  is  the  primary  IP  of  the adapter, and no specific
attempt  is  made  to  bind  to  a secondary IP, that'll be the packet
source.  BindToIP  (after  it  was  fixed)  applies  to  outgoing SMTP
connections  to  keep  RevDNS and OHNs in sync, but apparently doesn't
apply to DNS queries.
