A user alerted us to an issue that they are not able to send mail to anyone
on verizon.net through the Imail server.

Have you checked the IMail Forum from earlier today? Someone else had an issue sending to Verizon (where it would report 421's).

In the smtp log, it shows the outgoing connection to verizon, and verizon
accepts the sender address, but says the to address is bogus and shows it as
blank "<>". I have seen this also with the sender address.

What is the *exact* text of the log file entry?

Another variation actually showed BOTH addresses in the log, but verizon
responded by saying the to address is invalid and relay is denied. But the
to address IS valid, and we are able to send messages from the same network
through a different (non-imail) server.

This sounds like a Verizon issue. However, there is a chance it could be that infamous "A record instead of MX record" bug in IMail -- but the full log file entries (SMTP or SMTP-) for a delivery attempt will help determine the exact problem.
