Is there any way to restart the queue manager service
without firing up the admin utility then manually
stopping & starting it? I wrote a vb program to manage
url-domain-bl.txt and keep track of additions /
removals, and would like it to be able to stop and
restart the queue manager when changes are made. Is
there command line application or an api call I can
make to automate this procedure?

I believe you can use:

net stop "IMail Queue Manager Service"
net start "IMail Queue Manager Service"

Those can be run from a command prompt or a batch file.
