Yes, go do a search for Public Web Browser in Google.  I used to work for a Library System in NY, and off the top of my head that might be the best choice for what you want to do as we used it to limit access on our Public Access Catalog stations.  PWB is a freeware application that piggybacks on Internet Explorer, and is completely configurable.  You can limit it to just one site amongst other things, all via a few text files.
