244.254.254.254 is an experimental range.  This has been happening lately
because you are most likely using a black list (that I cannot remember the
name of but I think it has the work monkey in it).  They have discontinued
there blacklist and are sending this response to get people to stop using
it.  This error is a direct result of BIND 9.2.2 or BIND 9.2.3 socket error
codes for Win32.
