1) figure out which recipient is doing it and get them out of the list 2) set password for the list
if you can't set password because the list members can't or won't remember to use it, then you're always going to be vulnerable to having one of the subscriber's (or list-owner's) email address spoofed and messages sent to the list. That's just the nature of a public list. A gateway or maybe the Declude product would probably intercept the forgeries, if that's an option for you.
