One thing you will want to do is apply the latest patch as there has been several patches that address QueueManager problems.

We experienced the same type of queue issues when we upgraded to 8.0. Although, since we upgraded to 8.05 it has been minimized. Also, in order to give us a peice of mind we developed a windows service called QueueMon that monitors the queue to detect when problems cause the queue to back up. It can be configured to alert you or run an external script to take action (restart service, etc).
