Is it the responsibility of the nameserver or the mailserver to vary the order of the IP used?
the NS. The application typically chooses the only first answer record in the DNS packet.
My nameserver is reporting all four IPs, but in the same order each time
which DNS software? MS?
(I presume it's the way they are served).
how are you querying the NS? The DNS varies the order for all packets, so you might see the same order to YOUR queries 3 or 4 times since you are not the only querier, but over 10 or 20 queries, you should see different order.
